Message of February 10 was read, stating the House passed                      
SENATE JOINT RESOLUTION NO. 7 with the following                               
amendment and it is returned for consideration:

NO. 7(STA)                                                                     
Relating to mandates imposed on the states by the                             
federal government.                                                            
                                                                               
Senator Halford moved that the Senate concur in the House                      
amendment.                                                                     
                                                                               
The question being:  "Shall the Senate concur in the House                     
amendment to SENATE JOINT RESOLUTION NO. 7?"  The roll
